Effective ballast water treatment without proper filtration?

Three reasons we believe this can NOT be the case:
Microorganisms make it through to second stage, overwhelming secondary treatment mechanism and leaving BWMS tanks alive.
Built-up sediment in ballast tanks increases ship's weight: more fuel is needed to sail.
Low quality filters end up in a state of constant backflush, constantly trying to clean themselves to stay functional because of their incapability to process the water.
